A compulsory hiring order1 is not effective unless and until it is confirmed by the Secretary of State or the Welsh Ministers2, who may confirm it with or without modifications3. Confirmation is conclusive evidence that applicable legislative requirements have been complied with and that the order has been duly made and is within the hiring authority's statutory powers4. Notice of confirmation of the order must be given to each owner, occupier and lessee
