The Secretary of State and the Welsh Ministers1 may direct2 a smallholdings authority3 to carry out a review of its smallholdings estate4 and to submit proposals for its future management5. Such proposals must comply with any directions of the Secretary of State or the Welsh Ministers as to form and content6, and in formulating them, the authority must, in particular, consider to what extent, if any, with a view to giving effect to the general aim of statutory smallholdings7 and having regard to the general interests of agriculture8 and of good estate management, that estate should be reorganised:
