The council of any district, parish, or London borough, or, in Wales, any community, county or county borough1 may compulsorily purchase land2, whether situated within or without its area, for the purposes of providing allotments3. Where such an authority proposes to purchase land compulsorily it may be authorised to do so by the Secretary of State or the Welsh Ministers4.
