The Secretary of State and the Welsh Ministers1 may either approve proposals for the reorganisation of a smallholdings estate2 submitted by a smallholdings authority3, or may reject them and direct the authority to submit new proposals within a time specified in the direction4. In determining whether to approve the proposals the Secretary of State and the Welsh Ministers must have regard to the considerations to which the authority was required to have regard in making the proposals5, and must not approve proposals in so far as it appears that any resulting smallholding6 would exceed the upper limit for a
