A smallholdings authority1 cannot acquire land compulsorily for the purposes of smallholdings2, but is empowered to acquire land by agreement3. The Secretary of State and the Welsh Ministers4 may acquire by agreement any land which in his or their opinion is required for the purposes of smallholdings5, and may designate any land vested in them as being land held for those purposes6.
