Within three months of the date of receipt of a notice withholding consent to the transfer of land1, the applicant may serve on a Rural Development Board2 a notice requiring the board to purchase the estate or interest proposed to be transferred3. If the applicant's estate or interest in the land is greater than that which is proposed to be transferred, the board may, by notice given within two months of receipt of the purchase notice, require that the purchase notice apply to all the estate or interest of the applicant in the land
