The lead enforcement authority1 may make an order prohibiting a person from carrying on estate agency work2 or from engaging in a particular aspect of such work3 if it is satisfied that that person4 has engaged in an undesirable practice, that is:
(1) a failure to make disclosure of a personal interest5 promptly6 and in writing7;
(2) a failure to disclose to his client8 promptly and in writing that he himself has, or is seeking to acquire, a beneficial interest in the land or in the proceeds of sale of any interest in the land or he knows that
