The court1 may direct that an instrument purporting to create a lasting power of attorney2 is not to be registered3 if it is satisfied either:
(1) that fraud or undue pressure was used to induce the donor to execute the relevant instrument or to create the lasting power4; or
(2) that the donee5 of a lasting power has behaved, or is behaving, in a way that contravenes his authority or is not in the donor's best interests or proposes to behave in such
