The lead enforcement authority1 may make an order prohibiting a person from carrying on estate agency work2 or from engaging in a particular aspect of such work3 if it is satisfied that that person has failed to comply with any statutory obligation imposed on him4 with regard to:
(1) accounting for interest on clients' money5;
(2) the giving of information to clients with respect to remuneration, their prospective liabilities under the agency contract or agreed contractual variations6; or
(3) notifying clients
