16.4 Provision of stalls or pens

A market owner is under no obligation to provide stalls or provide pens for animals brought into the market1. However, if they are provided and charges made for their use, the market owner is liable to the persons from whom tolls are received if they are a danger to the animals brought into them2. If the market owner chooses to provide stalls or pens, they may be let to whomever the market owner pleases, but the market owner may not so cover the market area with stalls as to leave no accommodation for those
