154 Certification of licensing schemes

The Copyright, Designs and Patents Act 1988 Part I has a number of provisions which allow for reproduction of copyright works to be made without permission of the copyright owner and in all but one case without need to make any payment if there is no certified licensing scheme available. If such a scheme is available the potential licensee must make use of it, since the permission to reproduce no longer applies when the scheme becomes available.

A person operating or proposing to operate a licensing scheme may apply to the Secretary
