153 Statutory licence where recommendation not implemented

If or to the extent that a recommendation of a new licensing scheme1 or general licence authorising reprographic copying by educational establishments is not implemented within one year of its being made, then the Secretary of State may provide by order that such copying of the works to which the recommendation relates will be treated as licensed by the copyright owners2. Such licence shall be royalty-free and subject to such other terms as the Secretary of State may think fit3. An order may prohibit any subsequent dealing4
