131 Reference of proposed licensing scheme to the Tribunal

An organisation which claims to be representative of people who are potential licensees can refer to the Copyright Tribunal the terms of a licensing scheme which a licensing body proposes to operate1. If the Tribunal decides to entertain the reference (which it may decline to do if it thinks it is premature)2 it will consider the matter referred and make such order as it determines is reasonable in the circumstances, either confirming or varying the proposed scheme3.
