47 Toll orders

Toll orders may be made by the Secretary of State in relation to a special road1 which is proposed to be provided by the Secretary of State or a strategic highways company, or may be made by a strategic highways company or a local highway authority2 and confirmed by the Secretary of State in relation to a special road which is proposed to be provided by a local highway authority3.
