25 Greater London, London boroughs and the City of London

Transport for London1 is the highway authority for all roads in Greater London which are designated as Greater London Authority (‘GLA’) roads2. The council of a London borough or the Common Council of the City of London is the highway authority for all highways, whether or not maintainable at the public expense3, in the borough or the City respectively, which are not for the time being GLA roads or highways for which the Secretary of State or a strategic highways company is the highway authority
