The Commission of the European Union undertook a major review of copyright law in member states in 1988 with a view to tackling issues that have implications for the creation of an internal market. The Commission published a consultative document recommending six areas of legislation: piracy for commercial purposes; unauthorised reproduction of audio material in the home; introduction of provisions on distribution rights and rental rights; the legal protection of computer programs; databases and the role of the Community in multilateral and bilateral external relations1.
