72 Russia: collective management of rights

Provision is made for authors, performers, producers of sound recordings and owners of copyright and related rights to arrange for the collective management of their rights by collecting societies1. There is an established procedure for rights management societies to obtain state accreditation pursuant to a procedure defined by the Government of the Russian Federation2.

Rights management organisations are not permitted to refuse to licence use of rights by a user without sufficient good reason3 and are required to collect and distribute fees and report to their members on
