13 Marrakesh Treaty: limitations and exceptions

Contracting states are permitted to fulfil their obligations under the Marrakesh VIP Treaty by providing a limitation or exception in their national copyright law which permits authorised entities without the authorisation of the copyright right holder to make an accessible format copy of a work or to obtain from another authorised entity an accessible format copy and supply any such copies to beneficiary persons by any means including non-commercial lending or by electronic communication by wire or wireless means and to undertake any intermediate steps to achieve such objectives when all the following conditions
