The promotion of the free movement of knowledge and innovation in the European Union internal market is an important component of the Europe 2020 Strategy as set out in the European Commission Communication entitled Europe 2020: A strategy for smart, sustainable and inclusive growth which includes as one of its flagship initiatives the development of a Digital Agenda for Europe1.
