3 Transitional provisions—the pilot scheme under the Commons Act 2006

In England, implementation of the commons registration provisions in the Commons Act 20061 began with a pilot scheme. Seven commons registration authorities, known together as the ‘pilot areas’ began to participate in the pilot scheme with effect from 1 October 20082:

  1. 3.1

        Blackburn with Darwen Borough Council;

  2. 3.2

        Cornwall County Council;

  3. 3.3

        Devon County Council (excluding Plymouth or Torbay);

  4. 3.4

        County of Herefordshire District Council;

  5. 3.5

        Hertfordshire County Council;

  6. 3.6

        Kent County Council (excluding Medway); and

  7. 3.7

        Lancashire County Council (excluding Blackpool).
