Historically gambling activities have been divided into three main types: betting, gaming and lotteries. Regulatory legislation has tended to concentrate on one or other of these types of activity. However, regulation of all gambling activity is now mainly contained in a single enactment, the Gambling Act 2005, and it subordinate legislation.

A club that provides gambling as its principal activity will normally require an operating licence (appropriate to the gambling provided) under the Gambling Act 20052 as well as the requisite authorisation for the premises where the gambling activity is to be carried on3.
