Under the Licensing Act 2003, applications for the grant, renewal etc of premises licences and club premises certificates, temporary event notices and community and ancillary sellers notices1 are given to ‘licensing authorities’ (as are applications for the grant, renewal etc of a personal licence2). In England the majority of licensing authorities3 are the councils of London boroughs4 or district councils5 (or county councils in the case of counties with no district councils6).
