22 Criteria for the grant of operating licences

Any applicant meeting the following criteria is entitled to be granted an operating licence by the Civil Aviation Authority (‘CAA’)1:

  1. 22.1

        its principal place of business is located in the United Kingdom;

  2. 22.2

        it holds a valid air operator certificate issued by the CAA;

  3. 22.3

        it has one or more aircraft at its disposal through ownership or dry lease agreement;

  4. 22.4

        its main occupation is to operate air services in isolation or combined with any other commercial operation of aircraft or the repair and maintenance of aircraft;

  5. 22.5

        its company structure allows
