This includes ‘rural or urban regeneration, and the promotion of civic responsibility, volunteering, the voluntary sector or the effectiveness or efficiency of charities’1. The emphasis is on the support of social and community infrastructure or the public good rather than the benefit of individuals. An example was a gift to the Diocese of Westminster to be held on trust for ‘the black community of Hackney, Haringey, Islington and Tower Hamlets’2.
