4.8 Applications by non-parents for permission to change a child’s name

Permission may also be granted for the change of a child’s name on the application of a person who is not a parent of the child. Permission has been granted, for example, where a local authority, in whose care the child was, applied for a change of name to that of the child’s foster parents, without notice to the child’s natural parents1.
