6.4 Requirements for a restricted licence

The traffic commissioner is obliged to consider whether any convictions recorded against the applicant for specified offences are such as to disqualify him from holding an operator’s licence1. There is no positive requirement to be of good repute. The traffic commissioner may also, if he sees fit, consider whether any lack of financial resources would prejudice the provision of adequate facilities and arrangements for maintaining the vehicles to be used under the licence2. There is no specific requirement of professional competence.
