30 International carriage by road outside the EU

The EU rules apply only to such part of a journey as is within the territory of an EU member state or the EEA1. Outside these territories the European Agreement concerning the Work of Crews of Vehicles engaged in International Road Transport (‘AETR’)2, a multilateral convention on transport of goods and passengers by road to which the majority of European states are signatory, may well apply.
