29 CabotageAn operator holding an EU operator’s licence may undertake cabotage operations (ie national road passenger transport operations in a state other than the state of establishment) in the following circumstances: special regular services operated under a contract between the organiser and the operator, occasional services (documented on the usual journey form/waybill), and regular services where carriage of passengers within the state is undertaken within the scope of an international service and not independently of it1. The cabotage operation may not constitute part of the transport services meeting the needs of an urban centre or conurbation, or
