26 EU regulation of passenger services

In the case of the carriage of passengers, the emphasis remains upon the approval of international services operated wholly or partly within the EU. Purely national operations remain a matter for national licensing rules1. However, general EU provisions allow an operator established in one member state to establish itself in business to provide services in or to another member state, and there must be no discrimination on grounds of nationality in relation to such activities2. The EU Regulation dealing with the carriage of passengers by road3 deals primarily with such carriage undertaken for hire
