118 Authority of contract administrator

The authority of the contract administrator to bind the employer by acting as its agent depends, as between those parties, on the terms of the contract under which the contract administrator is appointed. As between the employer and the contractor, the contract administrator may also bind the employer by acting within his ostensible authority, the extent of which will depend largely upon the terms of the construction contract.
