23 Effect of registration of security bill on third parties

A security bill is of no protection in respect of personal chattels included in it that, but for the bill, would have been liable to distress under a warrant, or subject to a warrant of control, for the recovery of taxes and rates1. Otherwise, registration of a security bill in accordance with the requirements of the Bills of Sale Acts has the same effect as registration of an absolute bill2.
