137 ‘Owners’ under the Government Indemnity Scheme

The National Heritage Act 1980 states that the Secretary of State may undertake to indemnify ‘any institution, body or person’1. The Arts Council England guidance indicates that eligible owners are2:

  1. 137.1

        institutions, bodies or persons overseas;

  2. 137.2

        persons in the United Kingdom (but not corporate soles such as the Sovereign or a Minister of the Crown in an official capacity);

  3. 137.3

        institutions or bodies in the United Kingdom which are not wholly or mainly funded by the Exchequer, including but not limited to Exchequer-funded institutions and bodies and
