76 Introduction

A smallholdings authority1 has power, for the benefit of the occupiers of the smallholdings provided by it, to further the formation of, and to assist the carrying on and extension of the activities of, bodies of persons (whether corporate or unincorporated) having for their object or one of their objects the promotion, through co-operative methods, of efficiency in the conduct of smallholdings2.
