30 Powers of councils

Councils1 may promote the formation or extension of, and may assist, societies on a co-operative basis, where their objects include the provision or the profitable working of allotments, whether in relation to the purchase of requisites, the sale of produce, credit banking, or insurance, or otherwise. Councils may employ as their agents for the purpose any society having as one of its objects the promotion of co-operation in connection with the cultivation of allotments2.
