The Hedgerows Regulations 1997 provide a number of instances where removal of a hedgerow is permitted. These include1:
making a new opening giving access to land;
obtaining temporary access to the land in emergency situations;
obtaining access to land where other access is not available or is available only at a disproportionate cost;
carrying out works for the purposes of national defence;
carrying out development for which planning permission has been granted or is deemed to have been granted;
