34 National reserve allocations

Member States are required by EU legislation to set up a national reserve1, from which they must allocate payment entitlements in accordance with objective criteria and in such a way as to ensure the equal treatment of farmers and to avoid distortions of the market and of competition2. National reserve entitlements can only be allocated to ‘active farmers’3. Member States must prioritise allocations to ‘young farmers’ and to ‘farmers commencing their agricultural activity’4, although there are further categories of the national reserve, such as ‘force majeure’ and ‘exceptional circumstances’, which are of lower priority5.
