When the Single Payment Scheme was introduced in 2005, England opted to move gradually over from a payment system, based on historic claims, to a flat rate payment system. As a result, by 2012, each English entitlement within a particular region produced the same income. Payment rates did however differ between the three regions. This remains the position under the Basic Payment Scheme.
