31 Allocation of Basic Payment Scheme entitlements in England

The process of allocating Basic Payment Scheme entitlements in England in 2015 was fairly straightforward. Whatever Single Payment Scheme entitlements a farmer held on 31 December 2015 became Basic Payment Scheme entitlements on 1 January 2015. If the farmer then declared enough hectares of eligible land on his 2015 application to support those entitlements, he kept them. If however the farmer did not have sufficient eligible land to go with his entitlements in the 2015 year, then those excess entitlements were lost. If a 2015 claim was not made at all,
