286 The applicant

To be able to apply, a farmer had to be able to show that the application related to eligible land1 which was subject to an agreement with the Forestry Commission for conversion to woodland under the provisions of the Woodland Grant Scheme2, and that he occupied the land and carried on, whether personally or through a manager, an agricultural business on an agricultural unit which included the land3. Thus, where land was let, the tenant had to enter the scheme and not the landowner.
