The active farmer condition was introduced to ensure that support under the common agricultural policy was targeted at farmers, who can demonstrate that their agricultural activity is not marginal1. The active farmer criteria must be fulfilled to allow a farmer to claim under the Basic Payment Scheme and also to allow a farmer to receive a transfer or lease of entitlements.
In England to pass the active farmer test the farmer must fulfil one of the following conditions:
the farmer does not operate any of the following business activities: airports, railway services, waterworks, real estate services, permanent
