4: HIGHER LEVEL STEWARDSHIP SCHEME

265 Background

The higher level stewardship scheme (HLS), which could be combined with the entry level scheme or the organic entry level scheme, was designed to deliver significant environmental benefits in high priority situations and areas. Unlike the entry level schemes, it is discretionary and concentrated on the more complex types of land management. Entry into the scheme was competitive and thus the farmer had to demonstrate that he was in a position to deliver particular benefits towards identified objectives1.
