The EU regulation which deals with the financing, management and monitoring of the common agricultural policy1 provides that expenditure financed under the European Agriculture Fund for Rural Development, which includes Countryside Stewardship, must not be the subject of any other financing under the Union’s budget2. This is generally known as the ‘double funding’ rule and in the context of Countryside Stewardship means that a farmer cannot be paid twice for the same environmental practices3.
