176.3 Licences issued by either the Secretary of State or the CouncilEither the Secretary of State for the Environment, Food and Rural Affairs or Natural England, or the Secretary of State for Wales or the Natural Resources Body for Wales, may grant a licence to interfere with a badger sett within an area specified in the licence by any means so specified, for the purpose of controlling foxes in order to protect livestock, game or wildlife1.
