195 Matters to be considered by a tribunal

In making a determination a tribunal1 must:

  1. 195.1

        afford the landlord an opportunity of stating his views on the suitability of the applicant or any of the applicants2; and

  2. 195.2

        where there is more than one applicant, afford all other applicants the opportunity to be heard on the application3; and

  3. 195.3

        consider any question of eligibility or suitability in the following order4:

    1. 195.3.1

          any question of eligibility5;

    2. 195.3.2

          any question of suitability6 having regard to:

      1. (a)

            the extent to which the applicant, or each of the
