Coronavirus (COVID-19)—Member States agree specifications for Digital Green Certificate scheme

The European Commission has announced that EU Member States have reached an agreement on the guidelines describing the main technical specifications for the proposed Digital Green Certificate (DGC) scheme, a means of identifying those who have been vaccinated against coronavirus (COVID-19). The technical specifications cover data structure and encoding mechanisms necessary for the reading and verification of DGCs across the EU, whether the certificate is digital or on paper. The agreed guidelines also outline the EU gateway, a platform to facilitate the sharing of electronic signature keys in order to verify the authenticity of DGCs, and describe reference implementations for software to issue DGCs, a reference app to verify DGCs, and a template for a wallet app so that users can store DGCs.
