Coronavirus (COVID-19)—government publishes plans for autumn and winter 2021/22

The government has published the ‘COVID-19 Response - Autumn and Winter Plan 2021’ setting out plans for autumn and winter 2021/22 in England regarding the coronavirus (COVID-19) pandemic. Based on the latest advice for controlling the coronavirus, it sets out the government's renewed focus on vaccines as the first line of defence, supported by testing, public health advice and a world-leading variant surveillance system.

The plan covers the ongoing vaccination rollout programme, Test and Trace, Isolate system, advice on safe behaviour and actions, the travel industry and traffic light system and the G7 partnership dedicated to widening vaccine accessibility to other countries. The plans also include a Plan A and Plan B approach, dependant on whether data suggests additional measures are necessary to protect the NHS.

The government has also now received the final advice from the Joint Committee on Vaccination and Immunisation (JCVI) on the booster programme for winter 2021. The Prime Minister and Health and Social Care Secretary are expected to set out how the programme will be rolled out to the most vulnerable in due course.

A JCVI statement explains that they would prefer to ensure protection is maintained at a high level throughout the winter months in adults who are more vulnerable to severe coronavirus, rather than implement a booster programme too late, concluding by advising the government that priority groups, including those in care homes, all adults over 50, frontline health and social workers and those with or living with someone with underlying health conditions, should be offered a third dose COVID-19 booster vaccine.

The JCVI has distinguished this advice on booster vaccination as distinct from, and not superseding, recent advice from the JCVI regarding a third primary vaccine dose for persons who are severely immunocompromised.
