Coronavirus (COVID-19)—CQC release statement on emergency support framework

The Care Quality Commission (CQC) and the Association of Directors of Adult Social Care Services (ADASS) have released a joint statement on the CQC’s emergency support framework (ESF) as part of its regulatory approach during the coronavirus (COVID-19). A key part of the ESF is to gather and record information that CQC inspectors have with providers, alongside intelligence gathered from other sources. The statement explains how the CQC and the ADASS will work together to ensure that information gathered through the ESF will be treated safely.

The statement explains that:

• information of concern—the process of information sharing remains unchanged, ‘where the ESF identifies risks, these will be shared between CQC and local authorities’

• ESF summary record—the CQC will send a summary of the conversation between the provider and inspector via email

• contacting providers—where reasonable the CQC regional managers will inform local authorities of the assessments planned for their area

• supporting providers—efforts will be made to support service continuity and the safely of the elderly and disabled people, staff and relatives

• information sharing—the CQC will share an overview of its findings with local authorities

Both the CQC and the ADASS will work in accordance with the joint working protocol.
