Constitution Committee recommends great devolved borrowing powers

The Scottish Parliament Finance & Constitution Committee (the Committee) has published a Pre-Budget Scrutiny report (the report) recommending that HM Treasury give devolved governments increased access to borrowing through the National Loans Fund during emergency situations. The Committee advised that giving devolved governments this autonomy allows them to adapt their own ‘spend and policy response’ more effectively. The report also discusses the impact of the coronavirus (COVID-19) pandemic on Scotland’s finances and an overreaching discussion of the fiscal framework.
