A local government performance framework introduced by the Local Government Act 1999, which imposes a duty on local authorities and certain other public authorities (referred to as best value authorities) to make arrangements to secure continuous improvement in the way in which their functions are exercised, having regard to a combination of economy, efficiency and effectiveness.
Key decision
A significant decision which is the responsibility of a local authority executive (an executive decision).
Strong leader
The councillor elected by the local authority as executive leader who together with two or more authority councillors appointed to the executive by the executive leader now constitute a 'leader and cabinet' executive under section 11(2a) of the Local Government Act 2000.
